  Strathmore University Library Regulations

The University Librarian has the authority to ensure that the Library operates in the best possible environment for study and research. This requires that certain regulations be observed in the University Library.

In order to meet the need of its community of users, the Library shall strive to provide:

  • Library materials, in print and other formats that are complete, undamaged and properly filed.
  • Services that are both cost-effective and cost-efficient.
  • An environment free of disruptive activity, and free from food, beverages and resulting problems.

The library is designed to enhance study and research activities.

Membership

The following are entitled to register as borrowers (which includes reading privileges):

  • Members of the University Management Board.
  • Members of staff of Strathmore University, both academic and administration.
  • Enrolled students of the Strathmore University.
  • Any other person whose application has been approved by the University Librarian.

All persons using the Library may be required, on demand, to satisfy members of the Library staff that they are entitled to use the Library. Occasional users who are not members of the University may be required to sign a visitors’ book.

Opening Times

The following are the opening times for the library:

  1. Monday - Friday: 7:30am - 9:00pm
  2. Saturday: 8:00am - 7:30pm
  3. Sunday: 1.00pm - 6.00pm
Special Collections Section
  1. Monday - Friday 8:00a.m. - 8:30p.m.

We are closed on all Public Holidays.

Borrowing (NB: These rules may be and are subject to change)
Items that will NOT be loaned out by the library include:
  • Journals
  • Statistical documents
  • Bibliographical materials and works from the reading rooms
  • Loose-leaf works
  • Microfiches
  • Manuscripts
  • Atlases and picture books
  • Daily newspapers and maps
  • Valuable or rare data carriers
  1. Members must produce a reader's ticket when they wish to borrow books. The maximum number of loans permitted at any one time for each category of membership is as follows:
    1. Members of the Academic Staff : 8 books
    2. Members of the Non-Academic Staff : 4 books
    3. Degree and Diploma students: 4 books
    4. Professional Students (ACCA, IMIS, CPA, CISA, CFA, ILM) : 2 books
    5. Student Staff: 1 book
  2. Books may be borrowed from the library for the period of time specified on the date/time of return stamp. If not required by another reader the borrowing may be renewed on application to the library.
  1. No book may be removed from the library unless it has been presented to the Library Circulation Desk Staff for issue.
  1. All books may normally be borrowed, with the exception of reference books, books in the local collection, project reports and journals.
  1. The University Librarian may, at his discretion, withhold or restrict the circulation of any books in the library.
  1. Any book may be recalled after one week of issue if it is required by another reader; it must then be returned within one week.
  1. Books may not be transferred from one reader to another without being returned to the library for re-issue. If any such unofficial transaction takes place, the original borrower will be held responsible for the books in question.
  1. Books returned to the library must be handed to a member of staff at the Circulation Desk.
Overdue Charges

Library Conduct Regulations  

In order to ensure that the best possible environment for study and research is provided for all users, each user of the library is required to follow the Strathmore University Library Conduct Regulations listed below:

Library Regulations
  • Talking and noise in the Library is strictly prohibited. Library users found making noise in the Library building shall be asked to leave the Library forthwith.
  • Smoking and eating are not permitted in the Library.
  • Bags, briefcases, raincoats, and umbrellas shall not be taken into the Library, but should be left at the baggage area.
  • Study tables must not be "booked" by leaving personal possessions on them. Randomly, such personal possessions are liable to removal by the Library Staff.
  • Desks and furniture must not be moved without the permission of the Librarian.
  • No Library book shall be taken out of the Library without first being presented at the Circulation Desk.
  • Books, other than library books being returned, should not normally be taken into the Library.
  • Readers must leave the Library building promptly at closing time.
  • Books/Journals must be left on the tables where they were used. They should not be returned to the shelves.
  • Library materials must not be marked, defaced, or mutilated.
  • Borrowers shall not, by private arrangement, pass on books or borrowers' pockets to others.
  • Notices may not be displayed in the Library without the approval of the Librarian.
  • Use of Computers, IT Resources and Datasets within the Library is restricted to the LIBRARY DATABASE only.

The Library Security Guard at the Exit will insist that a reader shows all his/her books on leaving the library as a precaution against unauthorised removal of library materials.

Breaches of the Library Conduct Regulations

The Library and University will actively pursue disciplinary actions for breaches of the Strathmore University Library Conduct Regulations as defined in "Library Regulations" and the following disciplinary procedures will apply.

Internal Strathmore University Library Sanctions

The University Librarian may impose the following sanctions or combinations of them upon library users found to be in breach of these regulations.

  • Probation for a period not to exceed one year, with the provision that one or more of the sanctions, as appropriate, will be applied if the probation is violated by one or more further breaches of regulations. The user will be notified in writing.
  • Formal written reprimand. In the case of a student or staff member, a copy of the written reprimand may be sent to the library user's principal, dean or director.
  • Denial access to University Library and its services for a period of up to one year. This denial will be confirmed in a written notice to the library user. In the case of a student or staff member, a copy of the written may be sent to the library user's principal, dean or director.
Schedule of penalties

The schedule below outlines the maximum fines and penalties that may be imposed by the University Librarian for certain offences by Library users.

Theft or attempted theft of Library items, equipment, furniture or furnishings

1) Twice the replacement cost of item,

Defacing, mutilating or damaging Library items, facilities equipment, furniture or furnishing or willfully altering or destroying identification marks relating to the ownership or location of Library items, equipment, furniture or furnishings

1) Replacement cost of item,
2) Administrative fee of Kshs. 500,
3) Suspension from the library for  a maximum period of one semester

Obtaining or using a Library card under false pretences

Suspension from the Library for a maximum period of one academic year.

Violating a suspension that is in effect

Suspension from the Library for a maximum period of one academic year on top of the current suspension.

Smoking, eating or drinking in Library buildings (including stairwells and decks), sleeping in the library

Suspension from the Library for a maximum period of 1 semester.

 Use of computers in a manner contravening University Regulations

Suspension from the Library for a maximum period of 1 semester.

Rudeness to library staff, including university security

The case will be heard by the University Librarian/the deputy, who will determine whether the it should be heard at the student disciplinary committee.

Use of communication devices including cellphones, pagers, beepers radios, walkie talkies, earphones, etc)

Suspension from the Library for a maximum period of 1 semester. Re-admission will be upon payment of a Ksh 2000 fine.

Noise making, discussions, consultations in the reading areas, staircases and cloak rooms

Suspension from the Library for a maximum period of 1 semester.

Contravention of intellectual property stipulations of the university such as photocopying limits

Suspension from the Library for a maximum period of 1 semester.

Bringing unauthorized items such as overcoats, big bags, campus bags, briefcases, etc

Suspension from the Library for a maximum period of 1 month.

12

Behavior which adversely impacts on other individuals' use or access to Library facilities and resources

Suspension from the Library for a maximum period of 1 semester.

13

Possession of items from other libraries that are either overdue or have evidence of having been removed without proper authorisation

The item will be confiscated, awaiting consultations with the concerned library
